We routinely recommend two ways: coffee milling and ball milling. Both ways have advantages. To grind a single chemical (vs. a mix like black powder) using a ball mill, fill your mill jar half full of hardened lead or brass grinding media, and 25% full of potassium nitrate. Turn the mill on and come back in an hour.
Lead or brass is reliably the only really sparkfree media and is considered to be the standard for milling comps like BP. But lead is softer than the other media and will wear down over time. If one mills a white powder like potassium nitrate with lead media, the powder will come out of the mill gray.

If one is milling only black powder ("BP") compositions, or the individual chemicals that make them up (potassium nitrate, sulfur, charcoal, dextrin), then only one barrel is necessary.
1. Fill the container with small metal balls. Most people prefer to use steel balls, but lead balls and even marbles can be used for your grinding. Use balls with a diameter between ½" (13 mm) and ¾" (19 mm) inside the mill. The number of balls is going to be dependent on the exact size of your drum.
I have been working on this idea for some time now. I should be able to demonstrate my screenmixed black powder within a week or two. The intention is to use a 3lb nozzleless rocket to lift a 6" ball shell. The burst will be the same powder. More of the same powder will be used to lift and burst shells.

I used to use a coffee grinder however the last time I milled some I resorted to a mortar and pestle instead, which was far too much work.
I've made some pretty good black powder using a coffee grinder and porter porter and pestle, but I was looking into getting a ball was going to get one of the cheap 70 6lb rock tumbler and modify it per skylighter's directions, but I would still need to get media to fill it half full, 200 1/2" balls.
Now if the OP is wanting fine powder for a rocket engine, I don't know if corned powder will work as well. Another thing, when pressing the milled black powder(to break it with a hammer to make corned powder) if you so choose that method, moisture is always added, both for safety and the integrity of the "puck" of black powder produced.
This method will only make slow is my method: Ball mill, soft wood charcoal (willow,balsa,eastern red ceder)are a must. Good potassium nitrate and sulfur. Powders should be ground together with non sparking media for ball mill ie 1/2″ lead balls until powder is like flower.

Lead grinding media can be had from all sorts of sources. For small mills, you can use the .50 caliber round balls obtainable at black powder gun shops.

I have never had a, " little mill" but once you get a mill dialed in with the correct media and charge with (dry) chems it doesn't take long to mill powder to it's peak power. some have tested powder every 1/2 hour and found that a correct mill will get it done in 2 hours. Another similar mill is the Rebel 17, which is supposed to be a heavy duty version of the Model B. It has stronger rollers, powder coated jar, and stronger bearings. They're usually around 30 more expensive than a stock model B. The black jar wouldn't hurt to hide charcoal stains either.

Ball milling your black powder is the only way I know of to make the powder fine enough to nicely coat the rice hulls, and powerful enough to make good burst charge. Skylighter's TL5005 ball mill will make ounces of BP/binder at a time, and Skylighter's TL5010, one gallon ball mill will handle a 21ounce batch.
